Prof. Boot of UNISA designed BIQ. Quill Associates developed the system, which was implemented at Brits Municipality in 1994.

BIQ is currently in use at, among others, the following Councils:

* West Rand District Municipality, RSA

* Upington, RSA

* Westonaria, RSA

* Merafong, RSA

* Mogale, RSA

* Randfontein, RSA

* Harare, Zimbabwe
* Bulawayo, Zimbabwe
* Mariental, Namibia
* Gobabis, Namibia

Quill Associates and the current users are continuously streamlining and developing further modules for BIQ.

Quill Associates is the sole agent for BIQ.

BIQ runs on an IBM i Server computer, one of the best computers worldwide (according to www.dailytech.com).

Quill Associates has in depth knowledge of Local Government.
